Market brief ยท Kansas City to St. Louis

The Kansas City to St. Louis run is one job with two DOT districts and a river in the middle.

Missouri has awarded 42 providers and expects the first funded shovels in 2026, and at the same time both ends of this run are being rebuilt for data centers: a $3 billion campus approved in St. Louis in April 2026, a Google campus under construction in the Kansas City Northland, and a 379-acre site by the airport starting this year. The demand is real and it is at both ends. The hard part has never been the fibre. It is keeping one crew, one standard and one set of as-builts across 238 miles of somebody else's right of way.

The read

What's being funded and built along this run.

42

Providers awarded under Missouri's broadband program, 29 of them Missouri companies, with over $458 million going to in-state firms. 81 percent of locations are slated for fiber. 1

2026

When construction on the first funded projects is expected to start. Missouri's office has said all eligible locations are preliminarily awarded. 1

$3B

The St. Louis data center project approved by the city in April 2026, targeted for full operation by the end of 2028. A second campus near St. Louis is planned at up to 500MW. 2

379 ac

The campus by Kansas City International planned for up to 1.8 million square feet, with first-phase construction starting this year, alongside Google's Northland campus. 3

Our read, not a published fact

Our read, and this is our judgement rather than a published fact: the money on this corridor is arriving from two directions at once, rural grant-funded last mile in the middle and hyperscale-driven capacity at both ends, and they compete for the same crews in the same summer. The contractor who wins work here in 2026 is the one who can hold a route together while everybody else is short-handed.

The ground

What the route actually costs you.

238 miles between the two cities. The distance is the easy part to price and the hardest part to manage.

  • The river is a real engineering decision

Kansas Fiber Network began building a new high-capacity crossing under the Missouri River in the third quarter of 2026, and said plainly why: the existing above-grade crossings have been plagued by outages from vandalism. A bridge attachment is cheap until somebody cuts it. 4

  • Longitudinal fibre in freeway right of way is allowed, and it is a permit

The federal exception that lets fibre run lengthwise inside freeway right of way has been in place since 1994, and MoDOT accommodates it inside its own utility policy. That means a plan set, a traffic control plan, a performance bond in the utility's current legal name, and notice before you start. 5

  • Farm ground is a hundred conversations, not one

Between the metros the run is crop fields, creek tree lines and county road crossings. Every one has an owner, a drainage tile somebody remembers and a harvest date that does not move for your schedule.

Permits and the dig law

Who has to sign off, and how many days it costs you.

Missouri changed its dig law in 2025. If your last Missouri job was before that, the clock you remember is wrong.

Missouri 8115 working days
Notice to the call centre Owners mark their lines

Three working days since August 2025, then two for the marks. That is a working week gone before the first bore.

Missouri 811

  1. 01

Three working days' notice before you excavate. Senate Bill 133 was signed July 14, 2025 and took effect August 28, 2025, and it moved the clock. 6

  2. 02

Utilities then have two working days to mark. 6

  3. 03

Find an unmarked line and you now have to notify Missouri 811 about it. That requirement is new. 6

  4. 04

The governing law is the Underground Facility Safety and Damage Prevention Act, sections 319.010 to 319.050. 6

MoDOT

  1. 01

Permit to work on right of way, applied for through MoDOT's electronic permitting system. 5

  2. 02

A performance bond in the utility company's current legal name. 5

  3. 03

Notice of Intent to Perform Work at least two working days before you start. 5

  4. 04

Engineered drawings and a traffic control plan, depending on scope and complexity. 5

One World on this job

What One World brings to a run like this.

The reason to use one turnkey contractor across a long route is not the rate. It is that the aerial crew, the bore crew and the splice crew answer to the same person when the schedule moves.

A One World Communications technician working aerial cable construction from the bucket

Aerial Cable Construction

Most of a long rural run is aerial, and most of the delay is make-ready rather than strand. One contractor across the whole route means the pole work and the cable work stop arguing about who is waiting on whom.

A One World Communications technician on fiber splicing

Fiber Splicing

The route is only finished when it tests. Splicing, testing and the closeout package are the same crew's job, not a specialist you book afterwards and wait on.

FAQ

Frequently asked questions, Kansas City to St. Louis.

Written for this market rather than copied between pages. Every answer ends where you can act on it.

Can you hold one crew across the whole route instead of handing it off?

That is the argument for turnkey and it is the whole reason the company is built this way. Plan, build, pull, splice and maintain sit with one contractor, so a delay in the middle of the run does not turn into three companies pointing at each other.

Send us the route

Do you know Missouri's three-day dig clock?

Yes, and it is worth saying out loud because it changed recently. Senate Bill 133 took effect August 28, 2025 and moved Missouri to three working days' notice, with a new obligation to report an unmarked line when you find one. A crew running on the old two-day habit is a crew that is out of compliance on day one.

Ask about our dig process

Have you worked river and highway crossings?

One World runs underground bore and missile work as a core service line, which is the method a crossing needs. Send us what the crossing actually is, permitted length, depth, what's on either bank, and Cesar will tell you straight whether it's a fit.

Describe the crossing

We're one of the 42 awarded providers. Can you take part of a route?

Yes. A route does not have to come as one piece. Tell us which segments are giving you trouble, whether that is the aerial miles, the bores, the splicing or the closeout, and we will price the piece rather than insisting on the whole thing.

Send the segment

What does your closeout package look like?

Tell us what your program requires and we will confirm what we hand over before anybody signs anything. Different carriers and different grant programs want different things, and a contractor who tells you the format before the work starts is cheaper than one who improvises it at the end.

Ask for the closeout detail

Are you set up for storm work on this corridor?

Emergency storm restoration is one of One World's seven service lines and the company is built to mobilize for catastrophic response. This corridor gets its own weather, and the contractor you already have a relationship with is the one who picks up.

Ask how storm coverage would work here

Who are you already building for?

One World builds and maintains plant for national and regional carriers including Verizon, Spectrum, Frontier, Consolidated Communications, T-Mobile and Comcast. Those are the standards the crews already work to.
